fix: convert byteOffset and byteLength to getters (#215)

* fix: convert byteOffset and byteLength to getters

Fixes #208 by converting `.byteOffset` and `.byteLength` properties
to getters.

Supersedes #210

* Apply suggestions from code review

* Update test/test-cid.spec.js
