feat: update ./multicodec/table.csv

Updates code tables to be in sync with upstream codes and string labels from multiformats/multicodec/blob/master/table.csv

It adds important codes:

• /sni for use in /wss contexts – Add Resolver interface to transport libp2p/go-libp2p#1719
• /certhash and /webtransport – add a WebTransport spec libp2p/specs#404
• /webrtc – webrtc/: Add libp2p WebRTC browser-to-server spec libp2p/specs#412

BREAKING CHANGES

One thing I'd like to flag:

• @Stebalien did some cleanup in rename namespaces and remove "ipfs" alias for "p2p" multicodec#283:
  • legacy ipfs alias (0x01a5) is removed (it was renamed to p2p long time ago)
  • -ns suffix removal: ipld-ns, ipfs-ns, ipns-ns and swarm-ns are now renamed to ipld ipfs ipns and swarm
  • 👉 this means ipfs code silently changed from 0x01a5 to 0xe3
