[model:component] Add features based on file paths in the title and description #4269
Description
We could extract file paths and split them to be used as features. For example, the toolkit/components/telemetry/Scalars.yaml path would be split as follows:
toolkitcomponentstelemetryScalars.yamltoolkit/componentstoolkit/components/telemetry
This should mitigate cases where the bug description does not have much information besides pointing to some file/files.
