Consider enabling terminal sticky scroll by default in stable

It's been on by default in Insiders for a few months now and there haven't been many complaints

Ideally we'd get #209136 in before we enable, that PR was reverted due to breaking macOS SI tests.

Getting pretty close to it being much more reliable on Windows. It's been enabled by default in Insiders for a while now and I haven't heard any complaints.

Is this issue ticket referring to sticky scroll in general? (Ex. in tree views, terminal, etc.) I thought editor sticky scroll was already enabled by default now?
