The bug:

  • Enable tracing
  • Allocate one env handle, connect, do other ODBC ops
  • Allocate another env handle, free it
  • Tracing stops working with first env handle and its child handles

This change fixes it by adding a reference count to the logging, so it is closed only when no more env handles exist.
