Which MQTT Topics are "controls" or how to set the SETxx Topics?

A Noob question:
Some Topics can be controlled, meaning i can set values.
But it seems that not all can be set.
e.g. SET19 from https://github.com/Egyras/HeishaMon/blob/master/MQTT-Topics.md
What to do that i can set all these SETxx values?

e.g. TOP24 sensor.panasonic_heat_pump_main_cool_delta is only the display for SET19.
