[SPARK-27382][SQL][TEST] Update Spark 2.4.x testing in HiveExternalCatalogVersionsSuite

## What changes were proposed in this pull request?

Since Apache Spark 2.4.1 vote passed and is distributed into mirrors, we need to test 2.4.1. This should land on both `master` and `branch-2.4`.

## How was this patch tested?

Pass the Jenkins.
