Question: binding keys with Ctrl + Shift combos ?

Question:

is it possible to bind keys with Ctrl + Shift combos ?

I've not been able to get it to work - maybe wrong syntax
The manual does not mention anything about this subject

by doing that you may prevent me from getting a qualified answer for the question that I originally made in this issue.
