Is there a way to attach a file from the Notifcation?

It's not a built-in option. It shouldn't be hard to implement this, depends on what you want to send. Do you want to attach logs or some specific file?
Check a snippet bellow, it's using cronicle underlying mail client to send attachment. You can save it as separate event (or even wrap as plugin), and then chain it by your target event.
To send some info from target to notification event you can use chain messaging. E.g. if you using bash script add smth like this
