Tooltips delay time

In the homepage of the 1.0 beta UI, the delay on tooltips feels too long. They currently take about 2 seconds to appear, whereas I would expect a tooltip to appear within 0.3–0.5 seconds, which is a common standard range.

In general, tooltips are inconsistent across the UI:

• They are instant in the toolbar,
• ~0.3 seconds in the sidebar,
• 2 seconds in the homepage
• and no tooltips at all in the library sections.

These were intentionally set values based on what I thought made sense for certain items.

Though I think you're right, it's probably better to just make them consistent throughout the app. I will update them

I think the instant tooltips in the toolbar feel good, but consistent timings everywhere else in the UI would make the UX feel more intentional.
