ApiCheck should not be required

I wanted to get rid of ApiCheck source file from production as we do not need it (the forms are already tested) and do not want to download the extra bytes.

But I found, at least I think, that I cannot remove the file as formly is dependent on it. Even if I disable ApiCheck using conf options.
