[emmylua_ls] plugin types are not resolved immediately

Not sure whether it's a emmylua problem or lazydev problem

When I start a fresh nvim and open a lazy spec file, plugin types are not resolved no matter how long I wait.

it seems it knows the vim type but still warns(cmd is optional here), blink and lazy types are not resolved

I have to open another lua file whatever contains require call to plugins or go to vim type definition(vim types are resolved immediately), and those warning would disappear on TextChanged
