Deprecating Travis Bot files and configuration

Summary:
Deprecate Travis Bot: this touches
- the webhook
- removes it from automated deprecation warning comments on diffs
- Remove rules and triggers
- Script controller

Individual repo settings:
- draft-js webhook configuration
- hack webhook configuration
