fix watchman out of disk space in github actions (#1310)

Watchman linux builds are running out of disk space on github actions.

Regenerate the actions with `getdeps.py generate-github-actions watchman --allow-system-packages --free-up-disk --no-facebook-internal --output-dir fbcode/watchman/oss/.github/workflows`
