Changing topic triggers incorrect topic announcement

Sorry about the corny language, but do you see how the announcements are correct only the second time around?

This is not a proper repro, it lacks the actual commands used, what you expected to see as a result of that and the topic state before/after changing it.

On top of that, I can think of a few more complications that make it hard to tell what's going on:

• Circe does display changes in channel topic diff-style with removed/added faces and your log does not show that at all
• Depending on the IRC network you're on, there may be different IRC numerics in use to handle topic changes
