Support EventHub data explorer in emulator

For real event hub resource, there is EventHub data explorer from Azure Portal, asking for something similar with Emulator, so that we could send sample and test data in emulator for testing.

Here is the experience I'd suggesting:

1. the Emulator image bundles the asp.net core website with EventHub data explorer feature, similar like CosmosDB data explorer.
2. Data explorer will contain following feature UI: Send events and View Events
3. RunAsEmulator will change the endpoint registration to register an "Data Explorer" link that when clicked navigate to website in [main] Update dependencies from dotnet/arcade #1
4. No change in the aspire public API for EventHubs resource.
