#### Why I did it
Upgrade xgs SAI to 13.2.0.2 to include following fixes:
- 13.2.0.1: [AN/LT] Enable Microsoft AN/LT behavior
- 13.2.0.2:
 - With sai_mmu_custom_config=1 TM_THD_UC_Q SHARED_LIMITS are being set to 1
 - Adding the FEC accumulation support for S0-S16 Codeword stat and add the return value for default case
