[VSCODE Extension] Register cuelang extension as a formatter

Currently the extension does not provide formatting capabilities, which Brody's vscode-cuelang does. It would be great to include that in the official cuelang extension

It seems this can be closed, VSCode needed a restart to detect cuelang as providing a formatter
