[dvs] Clean-up conftest.py (sonic-net#1406)

- Refactor check_services to use common polling method
- Convert remaining python 2 code to python 3 (f-strings, type hints, etc.)
- Make the formatting consistent
- Note remaining test dependencies in dvs
