fix: correct Arabic translations for upload ("رفع") and download ("تنزيل") #29225

Description

@Souissi4

Issue Summary

The Arabic word "تحميل" is ambiguous. it means both upload and download. The file already correctly uses "تنزيل" for download actions, but uses "تحميل" for upload actions, making them indistinguishable to Arabic users.

Additionally, some download-related keys correctly use "تنزيل", while others incorrectly use "تحميل", leading to inconsistency.

Steps to Reproduce

  1. Open General Settings and set UI language to Arabic
  2. Go to Profile Settings → change profile picture (upload)
  3. Observe the label used for the upload action
  4. Go to any downloadable item (e.g., exported data or attachments) and compare labels

Actual Results

  • Upload actions labeled as "تحميل"
  • Download actions inconsistently labeled ("تحميل" and "تنزيل")

Expected Results

  • Use "رفع" for all upload actions
  • Use "تنزيل" consistently for all download actions
  • Avoid using "تحميل" entirely
