Bump gz packages for Jetty release from pre-release to release versions

Bumps the following packages:

• gz-common --> 7.0.0
• gz-fuel-tools --> 11.0.0
• gz-math --> 9.0.0
• gz-msgs --> 12.0.0
• gz-physics --> 9.0.0
• gz-plugin --> 4.0.0
• gz-rendering --> 10.0.0
• gz-sensors --> 10.0.0
• gz-sim --> 10.0.0
• gz-transport --> 15.0.0
• gz-utils --> 4.0.0
• sdformat --> 16.0.0

The inter-dependencies are also bumped to the release versions.

Also adds @iche033 and @shameekganguly as maintainers for these packages where currently only one maintainer is listed.
