Feature or enhancement request details

Add a CODEOWNERS file to clearly define ownership of directories/code within the project.
This will ensure automatic review assignment, improve code quality, and make project maintenance more efficient.

I would be happy to add this, but I am unsure exactly who owns what and who should actually get pinged for reviews.
