[SPARK-51036][BUILD][TESTS] Upgrade snowflake-jdbc to 3.22.0

This PR aims to upgrade `snowflake-jdbc` to 3.22.0.

To use the latest bug fixed versions.

No. This is a test dependency upgrade.
