[MNG-8406] IT suite proper isolation #9448

The Maven ITs were never properly isolated, in a sense they use real user home, hence user settings.xml, and whatever user env may contain are picked up (and this is today quite wrong, as we can have user wide extensions as well).
The ITs should run in proper "sandbox" instead, in fully isolated "IT user home" instead.
