nbd server has not to be installed on the remote host, NBD server used for backup is part of Qemu. Dont install third party NBD server on remote, it will block the listen port used by QEMU for Backup. Following reasons can be issue for connection problem:

I have faced the issue couldn't find solution for :(
I tried to perform remote backup
virtnbdbackup -U qemu+ssh://root@infra1/system --ssh-user root -d net_mon -o /home/libvirt/VM/backups/net_mon/And then it stucks on setting connection to nbd-server
okay, even it is not written in manual, but probably I have to install nbd-server on the remote host
