Did 1.65 change the functionality, because I can't reproduce the behavior of 1,64.

Then it's probably an issue.
For testing, I set up 1.65 cleanly and only changed hotkey to win instead of alt and enabled Snap to Layout with Shift:

Quick fix I guess,
I did not test properly, I was using hollow rectalngle mode.
