Add RESODataDictionary-1.7-flat.xlsx

This new RESODataDictionary-1.7.xlsx is the most current version more aligned with the most certification standards

Some changes of note from the previous 1.7 xlsx include:

• All Resources are now in a single sheet
• Links are updated to a newer version of DD Wiki (not publically visible yet)
• Id columns recomputed with hash sha3-384
• New Resource columns include: DisplayName, TargetResourceKey, SourceResourceKey, ...
• New Lookup columns include StandardLookupValue,LegacyODataValue, ...

The spreadsheet posted on 6/7/2021 is not obsolete.

A new 1.7 spreadsheet has been created and DD Wiki 1.7 website has been corrected with modifications from reso-ddwiki-content-generator issues https://github.com/RESOStandards/reso-ddwiki-content-generator/issues/21 and https://github.com/RESOStandards/reso-ddwiki-content-generator/issues/22.

Will not create a 1.7 PR until PR #121 is closed.

The PR will add the new 1.7 file with a keyword of 'flat' so as not to confuse with the current 1.7 version used by commander and certification
