Increasing QuickPulseServiceClient request processing timeout

Short description of the fix: insignificant change to fix intermittent QuickPulseServiceClient test failures

• I ran all unit tests locally
• CHANGELOG.md updated or do not need to be updated
  • If not tell why: insignificant test change
