i think my suggestion is not in alignment with your original desiderata, but it makes it *far* easier to find a solution. perhaps there might be two meta-questions: 1) a set of independent questions 2) a set of conditionally independent questions the latter is easier, the former might be more satisfying. i bet a solution to the latter might facilitate a solution to the former.
