Bump Light Protocol crates to 0.23.0 (#2)

- light-sdk 0.19.0 → 0.23.0
- light-client 0.19.0 → 0.23.0
- light-program-test 0.19.0 → 0.23.0
- Remove anchor-discriminator feature (dropped in 0.23.0)
- Add PackedAddressTreeInfoExt trait import
- Keep blake3 at =1.8.2 (1.8.3 incompatible with SBF toolchain)
- tokio 1.36.0 → 1.49.0
