Per-package pad clearance value (any maybe others) #1529

SUMMARY
In the Library Editor, upon importing a package from an EasyEDA library:
Request is to have library package error messages like this one customizable / "globally ignoreable" by a setting
Pads should have at least 200μm clearance between each other. In some situations it might be needed to use smaller clearances but not all PCB manufacturers are able to reliably produce such small clearances, so usually this should be avoided.
I'm importing a QFN 40 pin package that is 5mm x 5mm with a pitch of 0.40 mm, so there will be less than 200 um between pins.

At the moment this is not configurable so the messages need to be suppressed in that individual package. Someday we should provide e.g. a per-package clearance value.
