Leela Chess Zero docker build for CPU

Hi all,

I've built a small docker image to run lc0 from anywhere. Tested on my laptop and on Raspberry Pi 4b. There is also a very simple python client that enables the user to queue up positions for analysis. Maybe this is useful for some people.
