refactor: remove redistribution delay (#1485)

**Motivation:**

We've decided we do not want delays on redistributions.

**Modifications:**

- Removed `SlashEscrowFactory` + `SlashEscrow` and all relevant changes.

**Result:**

Tokens are immediately redistributed upon calling
`clearBurnOrRedistributableShares`.
