Issuing MoveToLevel (rather than MoveToLevelWithOnOff) is supported by the base toZigbee converter, but not the Inovelli-specific converter. This change adds that support, largely copying the logic from toZigbee.ts (with some minor changes). I tested that after this change, the code issues the expected command and that the device responds correctly to it.
Additionally, after this change, Zigbee will process level_config MQTT messages. The goal of this is to allow the user to configure the ExecuteIfOff state on the switch. I tested this functionality with a VZM31-SN and observed it to function as expected. I also enabled this for all other Inovelli devices that can dim a light, in the expectation that they will work as well.
The combination of these two changes will allow the user to control the level the device will use when it turns on next.
