Should we change the default to 1.10?

Is that a question for the Wizard specifically (I may be ok to do that, it's for new recipes only), or for all recipes? In general I think it's unnecessary to start pushing all packages to require v1.10 rather than v1.6, because changing compat bounds requires changing the version number in all new builds, however it recently it occurred to me that JuliaPackaging/BinaryBuilderBase.jl#446 basically force us to use julia v1.10+ (more correctly would be 1.7 or 1.8, don't remember exactly) for all packages which expose the libgfortran ABI, because old julia versions are still on libgfortran v4.

Yeah, I saw a wizard build package today and stumbled over the 1.6, I think we should move the wizard to 1.10
