You can either add them to your normal layout as 4th row, or you can replace comma and period in the functional keys layout.
Having the keys in the normal layout means you will only have then in alphabet, but on when you switch to symbols.

If you want wider-than-default keys, you will need to use a json layout though (functional keys has that by default).
