What does the pull request do?
Part 3 in the "Remove Interfaces" series after #9553 and #11380, this PR removes two more unneeded interfaces:
IPresenter: there's really no replacement for this, but I can't really see any reason one would be needed. UseControlinstead.IContentPresenter: UseContentPresenterinstead
