Where is HAVE_TEUCHOS_BLASFLOAT. set?

I am trying to build trilinos-16.2.0 on Windows with clang, using clapack built with openblas. I am getting,

CMake Error at packages/tpetra/CMakeLists.txt:923 (MESSAGE):
  Tpetra: Tpetra_INST_FLOAT is ON (meaning that you want to instantiate
  and/or test Tpetra with Scalar = float), but HAVE_TEUCHOS_BLASFLOAT is OFF.
  This means that you are linking with a BLAS library that lacks float (S)
  support.  Tpetra needs a BLAS implementation that supports float.

But using objdump on openblas finds the single-precision symbols, eg

I'd like to figure out what is going wrong. I see

Where is this being done?

(BTW, 14.0.0 works.)

I got past configuration with
-DTrilinos_ENABLE_FLOAT:BOOL='OFF'
Will return to a better solution shortly.
