disable builds via config file

• introduce a config file to skip building packages instead of relying on disabling github actions
• while at it: introduce an easier way to revert back to using the upstream source over ours (previously null release)
  maybe also do something with a conf file here, or even simpler, if no prepare_source exists, then auto create the ignore release
