Add GIFT to neuro_pypes first as CLI option

• be brave
• decide how to include GIFT in the library (variable in config file and environment variable for CLI)
• create a subcommand without many parameters in the neuro_pypes/cli/cli.py file
• make a list of all the parameters we can set for GIFT
• Add these parameters to the subcommand
